Detectives Lupo and Green are assigned to the shooting of a young white man and a nine-year-old black girl. Their progress stalls as both white and black communities close ranks, a consequence of shifting demographics where historically black neighborhoods have been absorbed by affluent white residents. The investigation reveals that the teenage victim and two companions had a basketball stolen from them by another teenager, an incident that escalated into a violent confrontation with fatal results, ultimately leading to unexpectedly familiar perpetrators.
