Green and Cassady pursue Leon Vorgitch, a recently escaped mass murderer. Their pursuit culminates in a school, where Vorgitch takes a group of people hostage. Before surrendering to authorities, he shoots several children. McCoy is enraged by Vorgitch's refusal to negotiate, fearing it grants the escaped convict more opportunity to evade capture. When the father of one of the victims seeks retribution and is subsequently exploited for political gain, McCoy and Rubirosa attempt to dissuade Robert Purcell from becoming a pawn in a politician's campaign.
