In 1949 Japan, where World War II never occurred, the capital of Teito is a city of stark contrasts: extreme wealth and extreme poverty. Panic erupts when a mysterious phantom thief known as "The Kaijin (Fiend) with 20 Faces" (K-20) begins stealing from the wealthy to give to the poor. When circus acrobat Heikichi Endo (Takeshi Kaneshiro) is wrongly accused of K-20's crimes, he sets out to clear his name. He joins forces with Yoko Hashiba (Takako Matsu), a wealthy duchess who is K-20’s next target, and her detective fiancé (Toru Nakamura) to bring the elusive thief to justice.
