Following a presidential order, northern California and southern Oregon are filled with tension. Indian fighter MacKay is tasked with negotiating peace with the Modoc tribe, a difficult mission due to the long-standing hostility between them and white settlers. He must also protect Nancy Meek, a determined young woman traveling to her relatives, whose journey becomes dangerous. As tensions rise, Modoc leader Captain Jack initiates a violent campaign against their enemies.
